Shanzihou is a small scale hill town on Yangming Mt. in the north suburb of Taipei City.

Historic Background
What is the “US Military housing compound”?
The Korea War broke out in1950. For the purpose of besieging communist, the US Military Assistance and Advisory Group were set up and the living quarters were built in Taiwan.  The architectural form and community layout of the living quarters of US Military were totally different from the local and traditional buildings in Taiwan.  And the different way of life of US Military created a specific community milieu gradually. But the public land and buildings would be auction off to big business in 2005. For conserving these cultural assets and public space, we applied for the Department of Cultural Affairs of Taipei City Governmen to qualify the heritage , but the process of register is a ongoing struggle.

Issue
Movement of urban conservation – A community participatory competition for the conservation and creative reuse.
In fact, register of heritage is not the only issue in Shanzihou. Shanzihou township near the Yangming Mt. National park. But the existing urban planning allow too strong development here. We need a more sensitive , sustainable and participatory planning for this area. We hold a creative competition of planning from Dec. 2005 to Mar. 2006. We call for public participation to get creative idea for the future of Shanzihou. After lectures, discussions, community interviews and participatory activities, 16 teams submitted their planning of conservation and creative reuse of the U. S. military housing compound. Their works exhibited in a community spring party. They presented their idea of planning , vision for the area ,and promoted their project to citizens. Citizens voted their favorite 3 planning. This activity successful attracted the community and media . After the competition, the Department of Urban Development of Taipei City Government started to reviewed the urban planning comprehensively . According to their latest program, the Taipei city government just lowered the intensity of development but not engaged in a program of conservatory development. Although the bureaucratic proposal was against the citizens’ expectation and slowly , we still keep finding ways to communicate, coordinate and fight with the city government.
